Client Background
The client is the largest financial and administrative healthcare network in the United States, connecting approximately 750,000 physicians, 105,000 dentists, 60,000 pharmacies, 5,000 hospitals, 600 vendors, 450 laboratories, and 1,200 government and commercial payers. With 30 years of industry experience, the client’s hybrid cloud-based, secure infrastructure supports a vast ecosystem of payers and providers, processing millions of transactions annually.
Client Need
The client aimed to accelerate its digital transformation by migrating its core system, TC³ (Total Claims, Capture & Control), to the AWS cloud. However, they faced several challenges, including:
Complex Migration: The TC³ system processes over 75 million claims annually, valued at over $55 billion. Migrating such a critical platform required precise planning and execution to ensure uninterrupted service.
Regulatory Compliance: The migration had to meet stringent HIPAA and PHI compliance requirements for handling sensitive healthcare data.
Automation Requirements: Needed a fully automated and repeatable infrastructure-as-code framework for seamless deployment across five environments (development to production).
Operational Scalability: Required adoption of DevOps best practices to improve scalability and maintain operational consistency.
Security & Segregation: Ensuring robust security and isolated deployment environments for each stage of the application lifecycle.
Toolset Integration: Needed to integrate infrastructure and processes with their preferred tools, including Microsoft Team Foundation Server, Octopus Deploy, and RunDeck.
Solution
Our experts developed a robust cloud transformation and automation framework.
Cloud Migration & Automation: Migrated TC³ to AWS with an infrastructure-as-code framework using AWS CloudFormation templates to automatically create infrastructure resources across all five environments.
Configuration Management: Developed Chef Cookbooks to manage configurations post-deployment for operational efficiency.
DevOps Integration: Established CI/CD pipelines using the client’s preferred tools, including Microsoft Team Foundation Server, Octopus Deploy, and RunDeck, ensuring a seamless workflow.
Security Enhancements: Integrated security best practices such as DISA Security Technical Implementation Guides (STIG) and ensured hybrid compatibility with key data center resources for networking and information security.
Resource Optimization: Enabled cost transparency by permitting AWS instance tuning for different environments based on financial and operational goals.
Realized Benefits
The migration to AWS delivered substantial benefits, including:
Compliance with stringent HIPAA and PHI regulations for healthcare data security.
Segregated environments ensured secure and controlled deployment across all lifecycle stages.
Integrated AWS with data center resources for networking and security.
Strengthened overall system security with adherence to DISA STIG standards.
Optimized resource usage to align with financial goals, ensuring cost-effective operations.
Delivered highly available services within the AWS ecosystem for enhanced reliability.
